The Memorial to Civilian Victims of War (1939–1945 and 1992–1995) was unveiled in 2023. The monument represents another step towards tolerance and building of genuine coexistence among the residents of the District, while also reminding visitors of the horrors of war and all innocent victims, with a message that such suffering should never be repeated. The tears associated with this monument carry a deep symbolism, as they, like weeping itself, reflect human suffering. As in all wars, the most vulnerable lost their lives, including women, children and the elderly, through no fault of their own. The only reason for their suffering was their belonging to one group or another.
The monument was planned at the initiative of Supervisor Raffi Gregorian, as Brčko stands as a true symbol of reconciliation, agreement and coexistence in the spirit of the Dayton Peace Agreement and the Final Arbitration Award.
